CEPHRC

In June 2009, Praveen Dalal, founder and CEO of Sovereign Perry4Law Organisation (P4LO) and Perry4Law Techno-Legal Base (PTLB), started the Centre of Excellence for Protection of Human Rights in Cyberspace (CEPHRC). It was the first techno-legal center focused on human rights in online spaces. The link to its early work is here.

From the start, CEPHRC worked to address human rights issues caused by technology and the internet. It handled cases of violations, such as privacy breaches and restrictions on free speech in digital areas.

Over the years, new technologies like Artificial Intelligence grew in use. This made CEPHRC’s role more important, as AI brought risks like biased systems and increased surveillance.

CEPHRC gets support from other projects under P4LO and PTLB. These include ODR India for online dispute resolution, E-Courts for digital court systems, and TeleLaw for remote legal help.

As of October 15, 2025, CEPHRC continues its work on these topics, adapting to changes in technology and law.

One area of focus for CEPHRC has been the impact of artificial intelligence on human rights. In 2019, it published analysis on how AI raises issues in cyberspace, such as privacy concerns and ethical problems in automated systems. This work ties into its ongoing efforts to review tech developments for potential rights violations.

In recent years, CEPHRC has also archived discussions on global events affecting rights. For example, in 2020, Praveen Dalal used X threads to question COVID-19 responses as a means of control, and CEPHRC preserved these records. By October 2025, it linked such archives to broader economic and human rights topics in India.
